DIG Elite Police Force Mehboob Lillah 'shown the door' in connection with Chung Training College's Rs200m embezzlement probe
DSP Shahid Javed was suspended over alleged financial irregularities at the training college

LAHORE -- Former commandant of the Chung Training College in Lahore, which trains police officers and personnel, has allegedly been found involved in embezzlement amounting to nearly Rs200 million, according to an inquiry report.
DIG Elite Police Force Mahboob Aslam Lillah, who was earlier the commandant of the Chung Training College, has been made an Officer on Special Duty (OSD), while DSP Shahid Javed of the Chung Training Centre has been suspended from service.
Punjab Chief Secretary Zahid Akhtar Zaman issued a notification, on the orders of the Punjab governor, placing DIG Lillah as OSD.
Police sources told GNN that the details of alleged embezzlement amounting to Rs200 million at the Chohung Training College had emerged. According to the inquiry report, Rs169 million was allegedly misappropriated under training fees, PERA and customs-related heads, while Rs31 million was allegedly embezzled from food and canteen income.

The report also identified alleged embezzlement of Rs3.1 million under stationery and computer stationery, and Rs9 million under furniture and machinery.
The confidential inquiry report further revealed alleged irregularities involving Rs250,000 in tea and coffee expenses, Rs2.7 million in transport expenses and Rs1 million under the buildings head.
The inquiry committee has recommended criminal proceedings against contractor Yasir Ayub and accountant Shahbaz Khalid. It has also recommended departmental inquiries against DIG Lillah, DSP Shahid Javed and accountant Khalid over alleged serious mismanagement.
Departmental action has also been recommended against Inspector Muhammad Asghar, Makhdoom Hussain, Ashfaq Ahmed, Shaukat Ali, Sub-Inspector Asra Ahmed and Khalid Usman over alleged signatures on bogus bills and fraudulent entries.
According to the inquiry report, subordinate officers, including those serving in administrative, stores, buildings and stationery posts, were holding these positions during the period under investigation.
The report alleged that contractor Yasir Ayub acted as DIG Lillah’s frontman and ran the training college like a personal business. It said fake records were allegedly prepared and bills processed to secure the release of funds.

The inquiry report further alleged that Yasir Ayub arranged bills through six different companies that he had established himself.
It also alleged that DSP Shahid Javed continued to comply with the commandant’s alleged unlawful instructions without resistance.
In light of the findings of the inquiry report, DIG Lillah has been made OSD, while DSP Shahid Javed has been suspended on account of misconduct and inefficiency.
