Taliban regime has become a threat not only to Pakistan but to the entire region: ISPR

Rawalpindi: Director General ISPR Lt Gen Ahmed Sharif Chaudhry has said that the Taliban regime has become a threat not only to Pakistan but to the security of the entire region. Terrorist centers exist in Afghanistan, and the leadership of Al-Qaeda, ISIS, and various other terrorist organizations is present there.

According to details, the head of the Pakistan Army’s media wing (ISPR) Lt Gen Ahmed Sharif Chaudhry, while briefing senior journalists on national security matters, stated that from 4 November 2025 till now, 4,910 intelligence-based operations have been conducted against terrorism, during which 206 terrorists were killed.

He said that 67,023 intelligence-based operations were conducted nationwide this year. In Khyber Pakhtunkhwa, 12,857, and in Balochistan, 53,309 intelligence-based operations were conducted. A total of 1,873 terrorists were killed this year, including 136 Afghan nationals.

The military spokesperson said that misleading propaganda is spread regarding the performance of security agencies in border management. The Pakistan Afghanistan border consists of extremely difficult and rugged terrain. The Pak-Afghan border in Khyber Pakhtunkhwa spans 1,229 km with 20 crossing points. On the Pak-Afghan border, the distance between posts ranges from 20 to 25 kilometers.

He added that the border fence cannot be effective unless it is covered by observation and fire. Establishing forts every 2 to 5 km and conducting drone surveillance requires massive resources.

He said that unlike Punjab and Sindh, the villages on both sides of the border in Khyber Pakhtunkhwa are divided, making it challenging to control movement. Border management is always a joint responsibility of both countries, but Afghan Taliban are fully facilitating the infiltration of terrorists into Pakistan.

The DG ISPR said that due to the lack of an effective administrative structure in these areas, governance issues have increased, and the strong political terror crime nexus in the border region facilitates the evil group “Khawarij.”

Non custom paid vehicles and terrorism

DG ISPR said that if terrorists or illegal smuggling are coming from across the border, then whose responsibility is it to stop them inside the country? Non-custom-paid vehicles are also part of the political terror crime network and are used in suicide attacks. Terrorist organizations in Afghanistan receive weapons and funding, which is used against Pakistan. Pakistan insists that the Afghan Taliban regime enter into an agreement under a verifiable mechanism, even if it includes a third party.

Doha Agreement and elimination of terrorism

He said that Pakistan’s position on the Doha Agreement is clear: the Afghan Taliban must stop facilitating terrorists. Terrorist centers and the leadership of Al-Qaeda, ISIS, and other organizations exist in Afghanistan, and they receive weapons and funding there which is used against Pakistan.

“If the Khawarij are Pakistanis, hand them over to us”

Commenting on Taliban claims that the Khawarij are Pakistani migrants, he said this narrative is illogical. “If they are Pakistanis, then hand them over according to Pakistani law. How can they be ‘guests’ when they enter Pakistan armed?”

He referred to the SIGAR report, stating that the US military left $7.2 billion worth of military equipment behind during withdrawal, and the Afghan regime has now become a danger for the entire region.

Taliban regime and non-state actors

He added that after 2021, a proper state and government should have been established in Afghanistan, but it did not happen. The Taliban regime has nurtured non-state actors who are a threat to various countries in the region.

Taliban regime does not represent the Afghan people

DG ISPR clarified that the Taliban regime is not representative of the Afghan people because it does not include all ethnic groups and excludes women entirely. Pakistan’s issue is not with the Afghan people but with the Taliban regime’s conduct.

He added that the suspension of trade between Pakistan and Afghanistan is linked to national security and the protection of people’s lives. “There is no such thing as good or bad terrorism; truth always prevails over falsehood,” he said.

Return of Afghan refugees

Lt Gen Ahmed Sharif shared that under the dignified repatriation plan, 366,704 Afghan refugees were sent back in 2024, while 971,604 have been repatriated in 2025. In November alone, 239,574 individuals returned to Afghanistan.

India’s leadership lives in self-deception

He said that India is dominated by a self-deceiving leadership. The Indian Army Chief’s claim that they showed a “trailer” during Operation Sandur reflects a delusional mindset. “If in such a trailer seven aircraft are shot down, 26 locations attacked, and S-400 batteries destroyed, then such a trailer would be a horror film for them.”

He said repeated false Indian statements about opration Sandoor are aimed at cooling down public anger. If any country supplies military equipment to the Afghan Taliban regime, it will end up in the hands of terrorists.

Propaganda against Pakistan originates from abroad

DG ISPR said that toxic anti-state narratives on social media are being pushed by accounts operating from abroad. People sitting outside Pakistan try to inject poison into domestic politics and other matters. These foreign-run accounts continuously generate anti-Pakistan propaganda, he added.

Integrated counterterrorism system in Balochistan

He said that all governments and political parties agree that the solution to terrorism lies in the National Action Plan. To implement this plan, a coordinated system has been established in Balochistan, while such a system is missing in Khyber Pakhtunkhwa.

Under this system, steering, monitoring, and implementation committees have been formed at district, divisional, and provincial levels.

Implementation of the National Action Plan

He said that due to NAP implementation, 27 districts of Balochistan covering 86% of the province—have been brought under police jurisdiction. Continuous engagement between the provincial government, security forces, and local communities 140 daily and 4,000 monthly interactions is yielding positive results. Without these measures, terrorism cannot be controlled.

Smuggling of Iranian diesel, BLA & BYC

Speaking about Iranian diesel smuggling, he said it is a major contributor to the illegal economic spectrum. The profits from this smuggling are used to fund terrorism.

He added that the money earned from smuggled Iranian diesel goes to BLA and BYC. Before the crackdown by the Army, FC, and provincial government, 20.5 million liters per day of diesel was being smuggled. This has now reduced to 2.7 million liters per day.
